2015 SESSION
WHEREAS, the Honorable Donald W. Devine of Leesburg, a retired federal administrative law judge and a former Commonwealth’s Attorney who was admired for his fairness and dedication to the legal process, died on October 1, 2014; and
WHEREAS, a native of Fort Sill, Oklahoma, Donald Devine earned a bachelor’s degree from Yale University, then served his country as a member of the United States Army during the Korean War; and
WHEREAS, after the war, Donald Devine earned a law degree from the University of Virginia, where he served as class president and editor of the law review; in 1958, he moved to Leesburg with his family and practiced law with a local firm, where he earned the respect of the community for his honesty and generosity; and
WHEREAS, in 1971, Donald Devine became the Loudoun County Commonwealth’s Attorney and won reelection in 1975 by a single vote; during his tenure, he helped the county grow and served as a leader and mentor to countless other local attorneys; and
WHEREAS, in 1979, Donald Devine became a federal administrative law judge; he handled numerous important cases, presiding with great fairness and wisdom until his retirement; and
WHEREAS, working to enhance the quality of life of his fellow Leesburg residents, Donald Devine volunteered his time and leadership as the president of the local Rotary Club and as a cofounder of the Loudoun Association for Retarded Citizens; and
WHEREAS, Donald Devine enjoyed fellowship and worship with the community as a longtime member of Saint John the Apostle Roman Catholic Church, where he was a member of the Knights of Columbus; and
WHEREAS, predeceased by his beloved wife, Patricia, Donald Devine will be fondly remembered and greatly missed by his children, Anne, Donald, Jr., Walter, Mary, and Oliver, and their families and numerous other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of the Honorable Donald W. Devine, a retired federal administrative law judge and Commonwealth’s Attorney in Loudoun County; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of the Honorable Donald W. Devine as an expression of the General Assembly’s respect for his memory.
