2015 SESSION
WHEREAS, Marvin Bennett Milam, the longtime city manager of Harrisonburg who helped the city grow in both size and population, died on November 17, 2014; and
WHEREAS, a native of Pittsylvania County, Marvin Milam grew up in Roanoke and learned the value of hard work and responsibility at a young age at summer construction jobs; he honorably served his country with the United States Army during the Korean War; and
WHEREAS, after returning home, Marvin Milam enjoyed a long career in the construction industry, then relocated to Harrisonburg in 1969 to become the city’s third manager since 1952; and
WHEREAS, as the longest-serving city manager of Harrisonburg, Marvin Milam worked to enhance the lives of residents and to strengthen the city for more than two decades, until his well-earned retirement in 1991; and
WHEREAS, under Marvin Milam’s tenure, the population of Harrisonburg more than doubled; he worked to improve the city’s infrastructure, overseeing the construction of the Switzer Dam and the development of the local public transportation system; and
WHEREAS, a humble and efficient leader, Marvin Milam was a trusted mentor to his colleagues and a friend to many people in the community; he placed trust in his employees and was admired for his ability to inspire them to excel in service to the city; and
WHEREAS, Marvin Milam was an exemplar of the professionalism, dedication, and care for the community displayed by local public servants throughout the Commonwealth; and
WHEREAS, Marvin Milam will be fondly remembered and greatly missed by his wife of 63 years, Norma; children, Michael, Mark, Matt, and Mel, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Marvin Bennett Milam, an accomplished public servant in Harrisonburg; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Marvin Bennett Milam as an expression of the General Assembly’s respect for his memory.
