Commending Kingsley Edwin Haynes.

WHEREAS, Kingsley Edwin Haynes, the Ruth D. and John T. Hazel, M.D., Faculty Chair and Eminent Scholar of the School of Public Policy at George Mason University, has served the young men and women of the Commonwealth as an educator and school administrator for more than 40 years; and

WHEREAS, Kingsley Haynes earned a bachelor’s degree from Western Michigan University, a master’s degree from Rutgers University, and a doctorate from Johns Hopkins University; and

WHEREAS, Kingsley Haynes pursued a rewarding career as a regional scientist and geographer, participating in regional economic development and natural resource management programs throughout the United States and in every corner of the world; and

WHEREAS, offering his expertise to the federal government, Kingsley Haynes has worked with the former Department of Health, Education, and Welfare, Department of Commerce, National Aeronautics and Space Administration, Department of Defense, National Science Foundation, Environmental Protection Agency, and Department of Transportation; and

WHEREAS, Kingsley Haynes has made many of his greatest contributions as an academic; he has inspired countless students as a professor of environmental management, policy analysis, urban planning methodology, and regional economic development; and

WHEREAS, after joining George Mason University as the dean of the Graduate School in 1990, Kingsley Haynes founded the School of Public Policy in 1992 and led the program until 2010; he helped the program grow from four faculty members and six students to one of the nation’s top policy programs, with 75 faculty members, 350 staff, and 1,000 students; and

WHEREAS, Kingsley Haynes started the Urban Institute at McGill University, expanded the School of Public and Environmental Affairs at Indiana University, and founded the Lyndon B. Johnson School of Public Affairs at the University of Texas; and

WHEREAS, a prolific researcher and a distinguished scholar, Kingsley Haynes has directed research grants and contracts worth more than $50 million and coauthored or edited 10 books and more than 400 articles and reports; and

WHEREAS, a respected member and leader of numerous professional organizations, Kingsley Haynes serves on the editorial board of more than a dozen scholarly journals and was a founding member of the Decision, Risk, and Management Sciences panel of the National Science Foundation; he has received countless awards and accolades for his exceptional body of work; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Kingsley Edwin Haynes for his contributions to the Commonwealth as an educator and school administrator; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Kingsley Edwin Haynes as an expression of the General Assembly’s admiration for his inspirational leadership and many achievements.
