15101247DWHEREAS, Jackson C. Tuttle II, a deeply respected public servant, retires as city manager of Williamsburg in June 2015 after more than two decades of leadership and service; and
WHEREAS, a native of Baltimore, Jackson “Jack” Tuttle earned a bachelor’s degree from the University of North Carolina and served in the United States Navy before earning a master’s degree from the University of West Florida; and
WHEREAS, Jack Tuttle began a long and fulfilling career in local government as an assistant city manager in Pensacola, Florida, and city manager in Gulf Breeze, Florida; he relocated to the Commonwealth in 1991, becoming the sixth city manager of the City of Williamsburg since 1932; and
WHEREAS, throughout his 24-year career as city manager, Jack Tuttle used his knowledge and expertise to develop innovative programs for the benefit of all local residents; he created the City Council’s Goals, Initiatives, and Outcomes strategic planning process and the performance management system; and
WHEREAS, under Jack Tuttle’s leadership, the City of Williamsburg provided outstanding public services at a low tax rate; his sound judgment and able leadership helped create a culture of excellence among local government officials and ensured the fiscal health of the city for years to come; and
WHEREAS, Jack Tuttle proudly facilitated open dialogue between citizens and the government and fostered strong relationships between the city and The College of William and Mary and Colonial Williamsburg; and
WHEREAS, Jack Tuttle served as president of the Virginia Local Government Management Association and retired from the United States Navy Reserve with the rank of captain; and
WHEREAS, Jack Tuttle earned numerous awards and accolades for his contributions to the Williamsburg community, including the 2014 Award for Career Excellence from the International City/County Management Association and the prestigious College of William and Mary Prentis Award; and
WHEREAS, after his retirement, Jack Tuttle will continue to teach local government management as an adjunct professor at Virginia Polytechnic Institute and State University; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Jackson C. Tuttle II on the occasion of his retirement as city manager of Williamsburg; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Jackson C. Tuttle II as an expression of the General Assembly’s admiration for his dedicated service to and leadership of the City of Williamsburg and best wishes for a happy retirement.
