WHEREAS, Shirley Fowlkes of the Town of Burkeville helped preserve the history and heritage of the Commonwealth by transferring 115.12 acres of land, including the site of a Confederate fort, to High Bridge Trail State Park in 2014; and

WHEREAS, working with the Civil War Trust, the largest nonprofit battlefield preservation organization in the United States, Shirley Fowlkes demonstrated her dedication to the preservation of the Commonwealth’s historical treasures by transferring the land and the fort to the care of Virginia State Parks; and

WHEREAS, High Bridge, a crossing of the Appomattox River near Farmville, was the site of several engagements between Union forces and retreating Confederate forces, the results of which contributed to General Robert E. Lee’s decision to surrender the Army of Northern Virginia on April 9, 1865; and

WHEREAS, the land provided by Shirley Fowlkes has ensured that more areas are open to the public and allowed for more complete interpretations of the battlefield, including the remains of a period wagon road and one of the best-preserved Civil War forts in the vicinity; and

WHEREAS, Shirley Fowlkes’s efforts to preserve the Commonwealth’s historic battlefields secure a lasting legacy for all Virginians; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Shirley Fowlkes for transferring more than 115 acres of historically significant land to Virginia State Parks; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Shirley Fowlkes as an expression of the General Assembly’s admiration for her generous contributions to preserving and protecting the history of the Commonwealth.
