Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 52-5.1 as follows:

§ 52-5.1. Police school; reimbursement for training costs.

If an officer of the Department of State Police who has completed basic officer training at a police school operated by and funded by the Department leaves the Department within five years of completion of such training to take a law-enforcement position in a locality in the Commonwealth, such locality shall reimburse the Department of State Police for the costs incurred by the Department of State Police for the basic training of such law-enforcement officer. The amount owed by the locality shall be reduced by one-fifth of the total cost of training for each year that the officer worked for the Department of State Police. Each fiscal year, the Department of State Police shall calculate the cost of training an officer in basic officer training at a police school, and such figure shall be the basis for calculating the amount of a locality's liability for hiring an officer of the Department of State Police who completed basic training during that fiscal year.
