AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to allocate Virginia Public Building Authority bonds for funding of the Hampton Roads Veterans Care Center project.

Be it enacted by the General Assembly of Virginia:

1. § 1. In order to expedite the completion of the Hampton Roads Veterans Care Center project, of the $300 million in Virginia Public Building Authority bonds authorized in paragraph E.1. of Item C-39.40 of Chapter 1 of the Acts of Assembly of 2014, Special Session I, $32.7 million shall be made available as a priority for the Hampton Roads Veterans Care Center project set forth in paragraph B of such Item.

§ 2. No bonds authorized pursuant to paragraph E.1. of Item C-39.40 shall be used for any other purpose until the state share of the funding requirements of the Hampton Roads Veterans Care Center project and the Northern Virginia Veterans Care Center project, as both are set forth in paragraph B of such Item, have been met in full through an allocation of the proceeds of such $300 million of Virginia Public Building Authority bonds authorized.

§ 3. In addition to such priority allocation of bonds under §§ 1 and 2, the General Assembly hereby appropriates $60.7 million in nongeneral fund authority for the Hampton Roads Veterans Care Center project. The source of such nongeneral funds shall be federal funds.

§ 4. The Hampton Roads Veterans Care Center project is authorized up to a 230-bed facility.
