AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered 2.2-2902.2 and by adding in Article 1 of Chapter 15 of Title 15.2 a section numbered 15.2-1512.5, relating to state and local government employees; prohibited enrollment in or use of public funds to pay membership dues for private organizations.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-2902.2 and by adding in Article 1 of Chapter 15 of Title 15.2 a section numbered 15.2-1512.5 as follows:

§ 2.2-2902.2. Membership in private organizations; payment of dues; employee consent required.

No state employee shall be enrolled by his employer as a member of a private organization, nor shall any public funds be used to pay the individual membership dues or enrollment fees of a state employee in a private organization, without the prior written consent of the employee.

§ 15.2-1512.5. Membership in private organizations; payment of dues; employee consent required.

No local employee shall be enrolled by his employer as a member of a private organization, nor shall any public funds be used to pay the individual membership dues or enrollment fees of a local employee in a private organization, without the prior written consent of the employee. As used in this section, "local employee" means the same as that term is defined in § 51.1-700.
