Commending Total Action for Progress.

WHEREAS, Total Action for Progress, a community action agency in Roanoke, has helped build safe, healthy communities and helped families achieve economic and personal independence through education, employment, and affordable housing options for 50 years; and

WHEREAS, inspired by the Economic Opportunity Act of 1964, E. Cabell Brand worked with local government officials in the City of Roanoke and the Counties of Roanoke and Botetourt, to secure federal funding for what would become Total Action for Progress (TAP); and

WHEREAS, originally known as Total Action Against Poverty, TAP was officially established as a private, nonprofit community action agency on April 28, 1965; and

WHEREAS, in October 1965, TAP established its first year-round Head Start classroom, which was the first school program in the Roanoke Valley to be integrated from its inception; and

WHEREAS, TAP grew to become one of the most active and successful community action organizations, offering more than 30 programs to low-income residents of the Roanoke Valley and the Commonwealth, including the Child Health Investment Partnership, Virginia CARES, and the Virginia Water Project; many former TAP programs have gone on to become thriving independent agencies; and

WHEREAS, TAP strives to create a community where all people can achieve their fullest economic and social potential by ensuring access to opportunities for personal development, creating new opportunities, and mobilizing the goodwill and resources of the entire community; and

WHEREAS, with a dedicated staff of more than 300 individuals, TAP serves people in 11 localities, and it has succeeded in its mission to encourage self-reliance and empower less fortunate members of the community thanks in part to many generous donations from individuals, families, businesses, and organizations and the hard work of countless volunteers; now, therefore, be it

RESOLVED by the House of Delegates, That Total Action for Progress hereby be commended for its contributions to the Roanoke Valley and all the citizens of the Commonwealth on the occasion of its 50th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Annette Lewis, acting president and chief executive officer of Total Action for Progress, as an expression of the House of Delegates’ admiration for the program’s legacy of service to the Commonwealth.
