15105225DWHEREAS, Frances Elizabeth Simpson Winstead, a devoted nurse practitioner and compassionate caregiver in Portsmouth, died on July 30, 2014; and
WHEREAS, a native of Saint Pauls, North Carolina, Frances Winstead learned the value of hard work and responsibility at a young age; she attended public schools in Bladen County, North Carolina, and graduated from Bladen County Training School; and
WHEREAS, Frances Winstead earned a licensed practical nurse certification and began working at Portsmouth General Hospital in 1967, where she helped care for patients for nearly three decades; and
WHEREAS, Frances Winstead joined the staff of the Pines Residential Treatment Center and served in various quality assurance roles; throughout her 50-year career in nursing, she received many awards and accolades for her commitment to excellence in health care delivery and administration; and
WHEREAS, Frances Winstead was dedicated to lifelong learning; she attended numerous certification programs and seminars and enrolled at Norfolk State University to gain additional knowledge to better serve her patients; and
WHEREAS, Frances Winstead cared deeply for her family and worked to instill her passion for education in her children, and she served as the secretary of the Cavalier Manor Athletic Association; and
WHEREAS, a woman of deep and abiding faith, Frances Winstead enjoyed fellowship and worship with the community as a longtime member of Third Baptist Church, where she was a member of the Sanctuary Choir and the Nurses Ministry; and
WHEREAS, Frances Winstead will be fondly remembered and deeply missed by her husband of nearly 53 years, Harold; sons, Harold, Jr., Huron, Hilton, and Harrison, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Frances Elizabeth Simpson Winstead, a devoted nurse and beloved member of the Portsmouth community; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Frances Elizabeth Simpson Winstead as an expression of the House of Delegates’ respect for her memory.
