HOUSE RESOLUTION NO. 245
Celebrating the life of R. Fern Spencer.

 

Agreed to by the House of Delegates, February 20, 2015

 

WHEREAS, R. Fern Spencer of Midlothian, a state employee for over 28 years, died on February 4, 2015; and

WHEREAS, a native of Martinsville, Fern Spencer graduated from the University of Virginia with a bachelor’s degree in accounting; and

WHEREAS, Fern Spencer’s long history of service to the Commonwealth included numerous accomplishments involving all aspects of accounting and budget management; and

WHEREAS, Fern Spencer was certified by the Association of Government Accountants as a government financial manager and attended the Virginia Executive Institute; and

WHEREAS, while working at the Department of Accounts, Fern Spencer was credited with having directed fiscal operations of the Department of Accounts and the Department of the State Internal Auditor, and the accounts payable functions for the Department of Planning and Budget and the Department of the Treasury; and

WHEREAS, as the founding chief financial and investment officer of the Virginia529 College Savings Plan, Fern Spencer was responsible for all accounting, program operations budgeting, investment management oversight, and financial compliance and reporting functions for the nation’s largest Section 529 college savings plan; and

WHEREAS, after 28 years of service to the Commonwealth, Fern Spencer retired as chief financial officer of the Virginia Museum of Fine Arts and treasurer of the Virginia Museum of Fine Arts Foundation; and

WHEREAS, Fern Spencer also worked at New York Private Bank & Trust as a vice president and chief financial officer, and she served as a principal and chief compliance officer of HPM Partners LLC, a subsidiary of Emigrant Bancorp; and

WHEREAS, Fern Spencer will be fondly remembered and greatly missed by numerous family members, friends, and colleagues; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of R. Fern Spencer, a dedicated state government employee; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of R. Fern Spencer as an expression of the House of Delegates’ respect for her memory.
