2015 SESSION
WHEREAS, Wesley Garris, a distinguished public servant in the Town of Windsor, retires as a member of the Windsor Town Council in 2015, after more than 40 years of working to enhance the quality of life of his fellow residents; and
WHEREAS, a lifetime resident of Windsor, Wesley Garris learned the value of hard work and service to the community at a young age, delivering newspapers and cutting lawns for many of his neighbors; and
WHEREAS, Wesley Garris pursued a career as nuclear inspector at Newport News Shipbuilding, where he retired in 1999; and
WHEREAS, desirous to be of further service to the community, Wesley Garris ran for the Windsor Town Council in 1965 at the age of 26; though he didn’t win his first election, he was asked by the mayor to run again in 1967 to fill the term of a retiring member; and
WHEREAS, Wesley Garris was elected to the council in 1967; at the time, council members took an active role in conducting the business of the town, and as a member of the cemetery committee, he sold grave sites and even tended to the cemetery grounds; and
WHEREAS, Wesley Garris served on the council until 1984, returned in 1988, and was elected mayor in 1996; as mayor, he oversaw the renovation of the old firehouse into a municipal building and the town’s bicentennial celebration in 2002; and
WHEREAS, Wesley Garris also strengthened the future of the town by annexing almost three square miles of land, which increased the town’s population by more than 1,400 people; after stepping down as mayor in 2002, he returned as a council member in 2004; and
WHEREAS, after his well-earned retirement, Wesley Garris plans to devote more time to his family and his faith; and
WHEREAS, respected for his candor, Wesley Garris is an exemplar of the professionalism, vision, and dedication shown by public servants throughout the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, That Wesley Garris hereby be commended on the occasion of his retirement as a member of the Windsor Town Council; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Wesley Garris as an expression of the House of Delegates’ admiration for his leadership and tireless service to the residents of the Town of Windsor and the Commonwealth.
