WHEREAS, William David Rice, who has provided exemplary service in an ever-changing environment of media, technology, and government, retires as media services advisor at the Virginia Information Technologies Agency, having served the citizens of the Commonwealth as a state employee for 30 years; and

WHEREAS, William “Bill” David Rice has provided media support for the “State of the Commonwealth” address for five governors and assisted with video messaging for six governors; and

WHEREAS, Bill Rice has responded directly to citizens via the Virginia.gov website in a timely manner with accurate and helpful information regarding state government; and

WHEREAS, Bill Rice provided audio and visual media support for meetings and events at the Virginia Information Technologies Agency (VITA) and provided planning and logistical support for VITA conferences and off-site events, the Virginia Geographic Information Network, the state Wireless E-911 Services Board, and other state agencies; and

WHEREAS, Bill Rice has written precise and well-timed press releases and articles for VITA’s internal and external communications efforts that reflect positively on VITA, VITA staff, and state government in general; and

WHEREAS, Bill Rice has always expressed concern for the best interests of the Commonwealth, VITA, and state employees, assisting and carrying out activities related to Virginia Public Service Week, the Commonwealth of Virginia Campaign, the Governor’s Bowl Food and Fund Drive at VITA, and a wide variety of other activities and duties as assigned; and

WHEREAS, Bill Rice supports arts and cultural events in Richmond, having served as an artist host for the Richmond Folk Festival for 10 years, writing music reviews and performing freelance videography; and

WHEREAS, Bill Rice was born and raised in Richmond and received a bachelor’s degree from Virginia Commonwealth University; he is the doting father of two children, Jenna and Derek; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend William David Rice for his extensive, productive, and dedicated service to the Commonwealth on the occasion of his retirement as media services advisor at the Virginia Information Technologies Agency; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to William David Rice as an expression of the General Assembly’s congratulations and admiration for his commitment and service to the Commonwealth.
