15105223DWHEREAS, Darryl C. Smith, Sr., a dedicated public servant who worked to support and inspire the youth of the Purcellville community, retires as Chief of the Purcellville Police Department in April 2015; and
WHEREAS, during his nine-year tenure as chief, Darryl Smith helped the Purcellville Police Department achieve and maintain state accreditation, ensuring high-quality service to members of the public; and
WHEREAS, overseeing a period of rapid growth for the town, Darryl Smith ably and efficiently managed the Purcellville Police Department; he worked to update the department’s vehicles and equipment and implemented an innovative staffing model; and
WHEREAS, a hands-on leader, Darryl Smith took an active role in building trust between his officers and individuals, groups, and businesses in the community, and he was particularly passionate about connecting with local youths; and
WHEREAS, Darryl Smith instituted a series of youth engagement and outreach programs, including Homework Club, the Back to School Picnic, and the End of School Picnic; and
WHEREAS, in recognition of Darryl Smith’s efforts, the Purcellville Police Department received the Virginia Municipal League Achievement Award in 2007 and was named as a semifinalist for the Webber Seavey Award for Quality in Law Enforcement from the International Association of Chiefs of Police in 2009; and
WHEREAS, Darryl Smith is an exemplar of the professionalism, tireless devotion, and care for the community shown by law-enforcement officers throughout the Commonwealth; he leaves a legacy of excellence to his successor as police chief; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Darryl C. Smith, Sr., on the occasion of his retirement as police chief of Purcellville; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Darryl C. Smith, Sr., as an expression of the General Assembly’s admiration for his leadership and service to the residents of Purcellville.
