HOUSE JOINT RESOLUTION NO. 939
Commending Craig M. MacLean.

WHEREAS, Craig M. MacLean, executive director and chief executive officer of Horizon Goodwill Industries, has ably served communities in the Commonwealth, Maryland, West Virginia, and Pennsylvania; and

WHEREAS, prior to joining Horizon Goodwill Industries (HGI), Craig MacLean served as a faculty member of several colleges and universities; he also offered his leadership and expertise to the Ford Foundation, the Republic of the Philippines, and the New York City Board of Education; and

WHEREAS, Craig MacLean joined HGI in 1980 as a vocational rehabilitation specialist; based in Cumberland, he was responsible for vocational rehabilitation programs in two Maryland counties; and

WHEREAS, in 1984, Craig MacLean became the executive director and chief executive officer of HGI, and within a year, HGI was named a pilot site for Supported Employment and had secured state set-aside contracts; and

WHEREAS, under Craig MacLean’s leadership, HGI expanded to West Virginia in 1986 and opened a day habilitation program to serve individuals with profound developmental disabilities; the organization also earned its first SourceAmerica contract; and

WHEREAS, by the 1990s, HGI had grown from four stores to 12, expanding to Pennsylvania and the Commonwealth, including a branch location in Winchester; Craig MacLean helped existing programs flourish and pioneered new initiatives, such as a reentry and expungement program for ex-offenders; and

WHEREAS, during Craig MacLean’s tenure, HGI became one of the first members of the Pennsylvania Association of Goodwills and the Virginia Goodwill Network, and he ensured that the organization had a strong presence in advocacy initiatives at state and federal levels; and

WHEREAS, Craig MacLean also worked to enhance the quality of life of community members with numerous civic and service organizations; he was honored by the Washington County United Way for his distinguished service in 2011; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Craig M. MacLean, executive director and chief executive officer of Horizon Goodwill Industries, for his leadership and service to community members in need; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Craig M. MacLean as an expression of the General Assembly’s admiration for his contributions to communities in the Commonwealth, Maryland, West Virginia, and Pennsylvania.
