15104815DWHEREAS, Carolyn Honeycutt, who preserved the records and history of Carroll County and its residents as clerk of the Carroll Circuit Court for more than two decades, retires in March 2015; and
WHEREAS, a native of Carroll County, Carolyn Honeycutt worked as a speech-language pathologist in local schools before following in the footsteps of her grandfather and great-grandfather as a public servant; and
WHEREAS, elected as circuit court clerk in 1991, Carolyn Honeycutt became the first woman to serve as a constitutional officer of Carroll County when she took office in 1992; and
WHEREAS, Carolyn Honeycutt immediately set out to modernize and streamline operations at the clerk’s office; when she began her career, court dockets were handwritten and land records were entered manually and stored on microfilm; and
WHEREAS, today, the Carroll Circuit Court stores court cases, records, and other information on secure databases, with a five-station, handicap-accessible deed room where citizens can research land and tax records; Carolyn Honeycutt also witnessed numerous other improvements to the courthouse, including the installation of security cameras and changes in police escort procedures; and
WHEREAS, deeply respected among her coworkers, Carolyn Honeycutt built an astounding institutional knowledge of the people and places of Carroll County and cultivated many lasting friendships in the community; and
WHEREAS, throughout her career, Carolyn Honeycutt ably managed countless high-stress, time-sensitive projects and situations, and she took great pleasure in serving and helping members of the public; and
WHEREAS, Carolyn Honeycutt is an exemplar of the professionalism, dedication, and hard work displayed by local public servants and government employees throughout the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Carolyn Honeycutt on the occasion of her retirement as clerk of the Carroll Circuit Court; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Carolyn Honeycutt as an expression of the General Assembly’s admiration for her dedicated service to the residents of Carroll County and the Commonwealth and best wishes on a well-earned retirement.
