2015 SESSION
WHEREAS, John R. Riley, Jr., who has ably served as county administrator of Frederick County since 1983, retired on February 1, 2015; and
WHEREAS, known for his even-keeled temperament, John Riley was the Commonwealth’s third-longest tenured active county administrator at the time of his retirement; and
WHEREAS, John Riley earned a bachelor’s degree from Elon College, now Elon University, and a master’s degree from Virginia Commonwealth University; he also is a graduate of the University of Virginia’s Senior Executive Institute; and
WHEREAS, John Riley was a planner in Augusta, Georgia, and a planning enforcement officer and environmental inspector for Henrico County before beginning his career with Frederick County as director of planning and development; and
WHEREAS, during his tenure with Frederick County, John Riley has overseen a period of great growth; his scope of responsibilities increased as the county’s population grew from approximately 32,500 people three decades ago to nearly 82,000 residents today; and
WHEREAS, John Riley served as a respected member of the Northern Shenandoah Valley Regional Commission since 1984; he willingly offered guidance and advice as he promoted progress and fiscal responsibility; and
WHEREAS, in Frederick County, John Riley supervised a staff that increased from 174 employees in 1983 to more than 708 employees in 2015; he leaves a legacy of professionalism and a record of accomplishment with, in his words, very few disappointments during his years of public service to the people of Frederick County; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend John R. Riley, Jr., for his service as county administrator for Frederick County since 1983; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to John R. Riley, Jr., as an expression of the General Assembly’s respect and admiration for his dedication and service to the people of Frederick County and the Commonwealth.
