HOUSE JOINT RESOLUTION NO. 899
Commending Milton J. Herd.

WHEREAS, Milton J. Herd of Leesburg, the founder and owner of Herd Planning & Design, who has contributed to successful urban planning initiatives throughout the Commonwealth, was named a Fellow of the American Institute of Certified Planners in 2014; and

WHEREAS, the American Institute of Certified Planners (AICP) is the nation’s leading institute for the education and certification of professional planners; it also provides leadership in the areas of ethics, professional development, and standards of practice in city planning; and

WHEREAS, Milton Herd was named a Fellow of the AICP for his contributions to the planning field and exceptional achievements in professional practice, teaching and mentoring, research, public and community service, and leadership; and

WHEREAS, over the course of his distinguished 30-year career, Milton Herd has prepared plans, ordinances, and special studies for dozens of localities throughout the Commonwealth and consulted with almost half the counties and cities in Virginia on urban planning; and

WHEREAS, Milton Herd’s innovative plans have received many awards and accolades, including the Loudoun County General Plan, which received the 1991 National Planning Award from the American Planning Association; and

WHEREAS, Milton Herd has strengthened and enhanced countless communities through his planning programs, and he is an active volunteer and civic servant who freely shares his knowledge and experience on city planning with others; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Milton J. Herd on his selection as a Fellow of the American Institute of Certified Planners in 2014; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Milton J. Herd as an expression of the General Assembly’s admiration for his contributions to the Commonwealth and leadership in the planning field.
