WHEREAS, Gerald W. Hyland, who has ably served as a member of the Fairfax County Board of Supervisors for 27 years, representing the Mount Vernon District with great diligence and responsibility, retires in 2015; and
WHEREAS, Gerald “Gerry” W. Hyland, who is a veteran of the United States Air Force and a local attorney, took office on the Fairfax County Board of Supervisors in 1988; his district borders the Potomac River and includes Fort Belvoir and Lorton, the Mount Vernon neighborhood, and a section of U.S. Route 1; and
WHEREAS, during his tenure on the Fairfax County Board of Supervisors, Gerry Hyland has focused on improving the quality of life for his constituents by stabilizing neighborhoods, preserving natural spaces, improving business areas and transportation corridors, and increasing school funding; and
WHEREAS, Gerry Hyland’s background, combined with his earlier service on the Fairfax County Board of Zoning Appeals and as president of United Community Ministries, ensured that he would be attentive to both the economic and social welfare needs of the county; and
WHEREAS, population and employment opportunities have increased throughout the county during Gerry Hyland’s years of public service, and his efforts also helped prevent Inova Mount Vernon Hospital from closing; as a result of his leadership, the Fairfax County Parkway is a major transportation artery, the public schools are strong, and Fort Belvoir has become a major employer; and
WHEREAS, Gerry Hyland has served as cochair of Fairfax’s Community Revitalization and Reinvestment Committee, has been chair of the county fire commission, and has been a member of the Board of Trustees of the Inova Health System; and
WHEREAS, additionally, Gerry Hyland has been a member of the Metropolitan Washington Council of Governments (MWCOG), the Woodrow Wilson Bridge Improvement Study Coordinating Committee, and is past chair of the Virginia Railway Express; and
WHEREAS, Gerry Hyland played a key role in securing the closure of a county-owned landfill near Interstate 95; more recently, he has pushed Fairfax County authorities to enforce the closing of an industrial landfill in Lorton, scheduled for 2018; and
WHEREAS, leadership and service guide Gerry Hyland’s life; in 1996, he received MWCOG’s Elizabeth and David Scull Metropolitan Public Service Award for Outstanding Leadership to the Washington Metropolitan Area, and in 1964, he was awarded the Grand Prix Humanitaire de France, Gold Medal for Lifesaving; and
WHEREAS, Gerry Hyland has derived great satisfaction from his years of service to the people of Fairfax County; he is grateful for the opportunities he has had to make a difference in people’s lives; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Gerald W. Hyland for his many years of dedicated and effective public service as a member of the Fairfax County Board of Supervisors, representing the Mount Vernon District for 27 years; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Gerald W. Hyland as an expression of the General Assembly’s respect and admiration for his tireless work on behalf of the people of Fairfax County and the Commonwealth.
