WHEREAS, Charles A. Reilly, media specialist at the Virginia Information Technologies Agency, has provided exemplary service in an ever-changing environment of media, technology, and government, having served the citizens of the Commonwealth as a state employee for nearly 23 years; and
WHEREAS, Charles Reilly has provided video recordings for numerous state entities, including the governor’s State of the Commonwealth speech since 1994; he has shot, produced, developed, and edited videos for numerous state agencies, and he recorded governors’ video messages at the Richmond Plaza Building studio, the Virginia State Capitol, and the Governor’s Mansion for six governors; and
WHEREAS, Charles Reilly has helped grow the video production facilities and service offerings at the Virginia Information Technologies Agency (VITA) to a professional level, while leading the transition from an analog video format to high-definition digital production mode; and
WHEREAS, Charles Reilly was an active member and former president of the Employee Benefits Association while working at Distributed Information Technologies in Arlington and an active participant and event chair for the Commonwealth of Virginia Campaign at VITA; and
WHEREAS, Charles Reilly provided video production expertise on set and in the field at WCVE public television station, was production manager and videographer for BES Video Productions, and maintained numerous freelance video and film positions as a wrangler, grip, assistant cameraman, and director of photography for various local production companies and national movie productions; and
WHEREAS, Charles Reilly received a 2011 Regional Emmy Award for his work as a production team member on the cultural documentary The Sailor Bob Story - A Documentary Tribute; and
WHEREAS, Charles Reilly formerly served in the United States Marine Corps as an artilleryman; he graduated from the School of Education at Virginia Commonwealth University and worked as a school teacher in Richmond Public Schools; and
WHEREAS, Charles Reilly is the doting father of two children, Patrick and Megan, and a loving husband to his wife, Patricia; he was an acting board member, coach, and referee for local soccer teams and is an avid NASCAR fan and the proud owner of a 1966 Chevrolet Corvair convertible; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Charles A. Reilly for his extensive, productive, and dedicated service to the Commonwealth on the occasion of his well-deserved upcoming retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Charles A. Reilly as an expression of the General Assembly’s congratulations and admiration for his commitment and service to the Commonwealth.
