Commending Tim Webb.

WHEREAS, the quick thinking and heroic actions of Tim Webb, a communications officer and dispatcher with the Galax Police Department, helped save the life of a child in December 2014; and

WHEREAS, on December 29, 2014, a 17-month-old boy with a fever experienced convulsions and stopped breathing; the boy’s mother and grandmother called 911 and reached Tim Webb; and

WHEREAS, realizing the severity of the situation and facing a high call volume, Tim Webb directed his partner to handle all other incoming calls and contacted local emergency medical services; and

WHEREAS, Tim Webb, a certified CPR instructor who had worked for the Laurel Volunteer Rescue Squad and Piper Gap Rescue Squad for 20 years, relied on his training to calm and reassure the child’s mother and grandmother; and

WHEREAS, after directing the child’s grandmother to perform CPR, Tim Webb continued to offer guidance and monitor the situation until the child resumed breathing; first responders arrived promptly and treated the child, who has since returned home to his family; and

WHEREAS, Tim Webb had received Emergency Medical Dispatch training and served as an Emergency Medical Dispatch instructor, ensuring that he had the tools and knowledge to properly assess and respond to the situation; other Galax Police Department officers will receive similar training in 2015; and

WHEREAS, Tim Webb, along with other officers of the Galax Police Department, had previously received accolades from the Association of Public-Safety Communications Officials for his role in handling the response to a multi-vehicle wreck on I-77 in 2013; and

WHEREAS, Tim Webb is an exemplar of the dedication and care for members of the public shown by law-enforcement officers and first responders throughout the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Tim Webb for his lifesaving actions in December 2014; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Tim Webb as an expression of the General Assembly’s admiration for his professionalism and grace under pressure.
