HOUSE JOINT RESOLUTION NO. 726
Commending Robert P. Schultze.

WHEREAS, Robert P. Schultze will retire on March 1, 2015, as director of the Virginia Retirement System after more than 38 years of devoted service to the Commonwealth and its public employees and retirees; and

WHEREAS, Robert Schultze holds a bachelor’s degree in industrial engineering and a master’s degree in business administration, both from the State University of New York at Buffalo, and completed the Virginia Executive Institute; and

WHEREAS, before becoming the director of the Virginia Retirement System, Robert Schultze held a number of positions in Virginia state government in the legislative and executive branches, including executive commissioner of the Department of Taxation, staff director of the House Appropriations Committee, executive director of the Virginia Education Loan Authority, and deputy chief of staff to Governor L. Douglas Wilder; and

WHEREAS, Robert Schultze served on the Board of the National Association of State Retirement Administrators and was appointed to the Governmental Accounting Standards Advisory Council to provide consultation on new governmental accounting standards; and

WHEREAS, during his tenure as Virginia Retirement System director, Robert Schultze envisioned and oversaw the modernization of the agency’s computer systems, which will result in improved service to the more than 600,000 members, retirees, and beneficiaries; he also guided the agency through pension reform and was instrumental in efforts to increase funding for the plan; and

WHEREAS, during his tenure as executive commissioner for the Department of Taxation, Robert Schultze led a program to modernize the agency’s processes and computer systems, which was funded by incremental tax revenues generated through enhanced compliance systems and resulted in a wide range of new customer services and an enhanced service orientation; and

WHEREAS, Robert Schultze demonstrated leadership skills, served with integrity, and provided dedicated service to the Commonwealth and its citizens in all of his positions; after 38 years of distinguished service with the Commonwealth, he looks forward to the challenges that await him in the private sector; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Robert P. Schultze for his many contributions to the Commonwealth on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert P. Schultze as an expression of the General Assembly’s gratitude for his exemplary service to the Commonwealth and its employees and retirees and best wishes in his future endeavors.
