HOUSE JOINT RESOLUTION NO. 701
Celebrating the life of John Halligan Clements.

WHEREAS, John Halligan Clements, the deeply respected chair of The Bank of Southside Virginia and a dedicated servant to the community, died on October 21, 2014; and

WHEREAS, a native of Dinwiddie County, John Clements graduated from Dinwiddie High School and earned a bachelor’s degree from Randolph-Macon College, where he would later serve as a longtime member and chair of the board of trustees; and

WHEREAS, John Clements began a long and fulfilling career in business by running his family’s farm and the P. B. Halligan Co., Inc., general store, which was named for his grandfather; and

WHEREAS, a recognized leader in the banking industry, John Clements followed in his father’s footsteps and was elected to the board of directors of The Bank of Southside Virginia in 1966; he was elected chair and chief executive officer in 1977 and president in 1983; and

WHEREAS, throughout his 48-year banking career, John Clements was dedicated and devoted to customers, the community, employees, stockholders, and fellow board members; during his 37-year tenure as chair of the board, he served with distinction, sound judgment, and humility; and

WHEREAS, John Clements was elected president of the Virginia Bankers Association in 1989 and served the American Bankers Association on the Community Bank Council and the Government Relations Committee; he was the first banker appointed to the Commonwealth of Virginia Treasury Board; and

WHEREAS, John Clements served as the chair of the Virginia Social Services Board and was appointed to several other state boards; he served 17 years on the Hospital Authority for what is now Southside Regional Medical Center, including several terms as chair; and

WHEREAS, working to protect the lives and property of his fellow residents, John Clements served as the first president of the Carson Volunteer Fire Department; he was also a proud member of the Carson Ruritan Club for 60 years; and

WHEREAS, John Clements helped establish the Dinwiddie County Water Authority, served on the Dinwiddie County Electoral Board and helped establish the Carson Depot Library branch of the Appomattox Regional Library System; and

WHEREAS, a man of deep and abiding faith, John Clements enjoyed fellowship and worship with the community as a member of Carson United Methodist Church, where he served as a district lay reader and district steward and supported many church initiatives; and

WHEREAS, predeceased by his beloved wife, Lillie, John Clements will be fondly remembered and greatly missed by his children, Martha, Kimberly, and Peter, and their families, and numerous family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of John Halligan Clements, a respected businessman and a true Virginia gentleman; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of John Halligan Clements as an expression of the General Assembly’s respect for his memory.
