2015 SESSION
15101137DWHEREAS, Arthur A. Kirk, M.D., a respected physician and active community leader in Portsmouth, earned the Outstanding Individual Philanthropist Award at the 13th Annual National Philanthropy Day Luncheon on November 12, 2014; and
WHEREAS, established by the Association of Fundraising Professionals, an organization that promotes ethical and effective fundraising, the National Philanthropy Day Luncheon honors the contributions of individuals and organizations who work tirelessly to make the world a better place; and
WHEREAS, a native of Portsmouth, Arthur Kirk earned a bachelor’s degree from Virginia Polytechnic Institute and State University and a medical degree from the Medical College of Virginia, now known as the VCU Medical Center; he joined many of the other young men of his generation in service to his country during World War II; and
WHEREAS, after his honorable discharge, Dr. Kirk returned to the Commonwealth and opened Portsmouth’s first orthopedic practice, where he pioneered innovative techniques and served members of the community for more than 40 years until his retirement in 1994; and
WHEREAS, Dr. Kirk has supported and mentored local youths as the resident physician for the Portsmouth Invitational Tournament and the physician for high school football teams in Portsmouth; he cofounded the Kirk-Cone Rehabilitation Center for Children, which supports children unable to attend school due to medical conditions; and
WHEREAS, Dr. Kirk was the first donor to the Portsmouth Community Foundation, now known as the Southeast Virginia Community Foundation, which makes significant contributions to local arts and culture, civic and economic development, education, and health and human services; he has also volunteered his time and talents outside the United States, serving on medical missions in Afghanistan and Indonesia; and
WHEREAS, Dr. Kirk has contributed generously to Virginia Polytechnic Institute and State University, Old Dominion University, the VCU Medical Center, the Medical Society of Virginia, Bon Secours Maryview Foundation, and the Virginia Sports Hall of Fame; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Arthur A. Kirk, M.D., on receiving the Outstanding Individual Philanthropist Award at the 2014 National Philanthropy Day Luncheon; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Arthur A. Kirk, M.D., as an expression of the General Assembly’s admiration for his dedication to serving and supporting members of the Portsmouth community and his numerous contributions to the Commonwealth.
