15103625DWHEREAS, during World War II, the United States Congress introduced payroll withholding and quarterly tax payments through the Current Tax Payment Act of 1943; and
WHEREAS, this act reduced the taxpayer’s awareness of the amount of taxes being collected, which reduced the transparency of the taxation system and made it easier to raise taxes in the future; and
WHEREAS, the current taxation system is not sufficiently transparent, resulting in confusion about how much money is paid to the federal government in taxes; and
WHEREAS, the amount of taxes withheld from an individual’s paycheck does not indicate the true amount of taxes paid by working Virginians and does not reflect the mandated contributions made by employers on behalf of each employee; and
WHEREAS, an individual should have full knowledge of the amount of taxes that are being withheld from his paycheck; transparency in tax collection is a key component of democracy; and
WHEREAS, during Tax Withholding and Employer Contribution Awareness Month, the Commonwealth will cooperate with the Virginia Chamber of Commerce and the National Federation of Independent Business to promote awareness of the true amount of state and federal withholdings so that employees better understand their tax contributions and the contributions made by employers on their behalf; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly designate March, in 2016 and in each succeeding year, as Tax Withholding and Employer Contribution Awareness Month in Virginia; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Virginia Chamber of Commerce so that members of the organization may be apprised of the sense of the General Assembly of Virginia in this matter; and, be it
RESOLVED FINALLY, That the Clerk of the House of Delegates post the designation of this month on the General Assembly’s website.
