2015 SESSION
WHEREAS, the Honorable R. Terrence Ney of Philomont, a judge of the Circuit Court of the 19th Judicial Circuit of Virginia, died on November 24, 2014; and
WHEREAS, Terrence Ney graduated from King George High School and earned a bachelor’s degree from Harvard College and a law degree from the University of Texas; and
WHEREAS, after completing his education, Terrence Ney returned to the Commonwealth and practiced law for more than 30 years with Boothe, Prichard, & Dudley, LLP, a small firm that eventually joined McGuire Woods, LLP; and
WHEREAS, specializing in appellate law, Terrence Ney lectured on mechanics’ liens, arbitration and award, the United States Court of Appeals, and construction contracts and litigation; he served as the editor of the 1986, 1992, and 2001 editions of Appellate Practice - Virginia and Federal Courts; and
WHEREAS, in 1999, Terrence Ney was appointed judge of the Circuit Court of the 19th Judicial Circuit of Virginia in Fairfax County; he presided over the court with great fairness and wisdom for almost 16 years; and
WHEREAS, Terrence Ney appears as counsel of record in 32 reported opinions of the United States Fourth Circuit Court of Appeals and the Supreme Court of Virginia, and he authored more than 160 reported opinions as a judge of the Fairfax County Circuit Court; and
WHEREAS, Terrence Ney served the community as a member of the board of directors of Loudoun Hospital, the first president of the Snickersville Turnpike Association, and the chair of the City of Fairfax Democratic Committee; he served as the pro bono general counsel of Philomont Volunteer Fire Department and the Middleburg Humane Foundation for many years; and
WHEREAS, deeply respected in the legal field, Terrence Ney served as the president of the Virginia Bar Association in 1995 and the chair of the judicial section of the Virginia Bar Association from 2001 to 2003; he passed along his wisdom to a new generation of attorneys as a distinguished adjunct professor at George Mason University; and
WHEREAS, Terrence Ney earned many awards and accolades for his good work, including the President’s Award for Outstanding Service from the Fairfax Bar Association and the Award for Excellence in Civil Litigation from the Virginia Association of Defense Attorneys; and
WHEREAS, a man of great integrity, Terrence Ney served Fairfax County, the Northern Virginia Region, and the Commonwealth with the utmost professionalism, dedication, and distinction; and
WHEREAS, Terrence Ney will be fondly remembered and greatly missed by his beloved wife, Ursula; daughters, Anja and Shaler, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of the Honorable R. Terrence Ney, a judge of the Circuit Court of the 19th Judicial Circuit of Virginia; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of the Honorable R. Terrence Ney as an expression of the General Assembly’s respect for his memory.
