HOUSE JOINT RESOLUTION NO. 660
Commending Victoria Annette Thomas.

WHEREAS, Victoria Annette Thomas has diligently served and protected members of the Williamsburg and James City County communities as a law-enforcement officer for more than three decades; and

WHEREAS, Victoria “Vicky” Annette Thomas earned a bachelor’s degree from Southern University in Louisiana before beginning her professional career with the Williamsburg Police Department in 1983; and

WHEREAS, serving as a member of the Williamsburg Police Department until 1995, Vicky Thomas worked to detect and prevent crimes throughout the city and passed on her knowledge and experience to new officers as a field training officer; and

WHEREAS, Vicky Thomas also facilitated strong relationships between the department and younger members of the community, working closely with the local Big Brothers Big Sisters program; and

WHEREAS, from March 1997 to August 2001, Vicky Thomas served in the transportation unit of the Virginia Peninsula Regional Jail, escorting inmates to and from local courts, other correctional facilities, and medical appointments; and

WHEREAS, in September 2001, Vicky Thomas joined the Williamsburg-James City County Sheriff’s Office as a deputy; assigned to the civil process unit, she ably responds to the challenges of high-stress interactions with members of the public to promote positive community relations; and

WHEREAS, working closely with senior citizens in the community, Vicky Thomas is active with TRIAD, Seniors and Law Enforcement, and Santa for Seniors; she also continues to inspire youths through reading programs, presentations, and by providing security at local sporting events; and

WHEREAS, Vicky Thomas enjoys fellowship and worship with the community as a member of St. John Baptist Church and generously volunteers her time and talents with Boy Scouts of America Troop 195 and the York-James City-Williamsburg NAACP youth branch; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Victoria Annette Thomas for her exceptional service to the Williamsburg and James City County communities; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Victoria Annette Thomas as an expression of the General Assembly’s admiration for her commitment to safeguarding residents and her efforts to engage local youths and seniors.
