WHEREAS, Francis X. O’Leary, who honorably served as treasurer of Arlington County, retired in July 2014 after more than 30 years in office; and

WHEREAS, Francis “Frank” X. O’Leary was first elected treasurer in 1983; he had no prior experience in county government, but he used his business and technology expertise to immediately improve the department’s efficiency and effectiveness; and

WHEREAS, under the leadership of Frank O’Leary, Arlington County earned the distinction of having the lowest tax delinquency rate in the Commonwealth and the lowest rate in the history of the county; and

WHEREAS, the Arlington County Treasurer’s Office implemented many innovations during Frank O’Leary’s tenure, including a Pay at the Bank program, which allows county taxpayers to make payments at local bank branches; a Pay by Credit Card program; and a debit card payment initiative; and

WHEREAS, Frank O’Leary received numerous honors and awards while treasurer, including two Awards for Excellence from the Government Finance Officers Association—in 1990 and 2011; he was named Treasurer of the Year for 1988 - 1989 by the Treasurers’ Association of Virginia; and the office also won a National Association of Counties Achievement Award in 2009; and

WHEREAS, a graduate of Frankfurt American High School in Germany and the Georgetown University School of Foreign Service, Frank O’Leary married Linda Banigan in 1968; the couple, who have two grown children, have lived in Arlington since 1969; and

WHEREAS, Frank O’Leary is a founding member and current chair of the Warren G. Stambaugh Memorial Foundation; it supports—through grants and scholarships—public and private organizations in the Commonwealth that provide assistance to persons with disabilities; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Francis X. O’Leary on the occasion of his retirement as treasurer of Arlington County for his outstanding years of public service; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Francis X. O’Leary as an expression of the General Assembly’s respect and admiration for his dedicated and innovative work on behalf of the citizens of Arlington County.
