Celebrating the life of James H. Blount, Jr.

WHEREAS, James H. Blount, Jr., a longtime public servant in the Towns of Christiansburg and Woodstock, died on November 17, 2014; and

WHEREAS, James “Jim” H. Blount, Jr., was born in Christiansburg in 1931 and attended public schools in both Richmond and Christiansburg, graduating from high school in 1949; and

WHEREAS, upon graduating from high school, Jim Blount served his country as an active duty member of the United States Marine Corps for nearly three years, including during the Korean War; and

WHEREAS, Jim Blount began his career in local government by serving as assistant superintendent, then superintendent of public works, in the Town of Christiansburg from 1953 to 1968; and

WHEREAS, Jim Blount served admirably for a total of 34 years in Virginia local government, including 19 years as the town manager in Woodstock between 1968 and 1987; and

WHEREAS, during Jim Blount’s tenure as town manager, the Town of Woodstock built a modern town hall and brought online a state-of-the-art water treatment plant; and

WHEREAS, Jim Blount worked as an inspector with the Virginia Department of Transportation after retiring from local government; and

WHEREAS, Jim Blount was a dedicated volunteer firefighter, having served fire departments in Christiansburg and Woodstock for over 40 years, many of those as an assistant fire chief; and

WHEREAS, a state-certified fire instructor for 30 years, Jim Blount also served as president of the Southwest Virginia Firefighters Association in 1961 and President of the Virginia State Firefighters Association from 1972 to 1974; and

WHEREAS, an avid hunter since his youth, Jim Blount was a member of the Christiansburg Hunt Club for over 60 years; and

WHEREAS, Jim Blount will be fondly remembered and greatly missed by his family, friends, and those who knew him as a man with great concern and compassion for other people; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of James H. Blount, Jr., a longtime local government official in the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James H. Blount, Jr., as an expression of the General Assembly’s respect for his memory.
