A BILL to provide for an operational and programmatic review by the General Assembly of all state agencies in the executive branch by Secretariat; disclosure of certain information.

Be it enacted by the General Assembly of Virginia:

1. § 1. The Governor shall direct each Secretary to require state agencies within his Secretariat to provide to the committees of the General Assembly having subject matter jurisdiction and to the House Committee on Appropriations and the Senate Committee on Finance copies of documents that disclose the following information:

1. Any grants awarded by the agency and the amount thereof;

2. Any contracts awarded by the agency and the cost thereof;

3. The current agency budget;

4. Any agency mission statement;

5. The total number of full-time and part-time employees at the agency;

6. All sources of state or federal funding received by the agency over the immediately preceding five years and the amount thereof; and

7. The current cash balance of the agency.

§ 2. The Governor shall ensure that the required documents are submitted in accordance with § 1 on or before October 1, 2015.

§ 3. Upon receipt of all required documents, each committee of the General Assembly having subject matter jurisdiction shall convene a meeting with the respective agency heads in order to raise and receive answers to questions concerning the information provided in accordance with § 1.

§ 4. The purpose of this act shall be to provide information to the General Assembly in order to effect savings in expenditures, identify duplication of effort, and establish programmatic efficiencies in the operation of state government.
