Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 33.2 a section numbered 33.2-117 as follows:

§ 33.2-117. Tolling authority.

Notwithstanding any contrary provision of this title, prior approval of the General Assembly shall be required for the imposition and collection of any toll or user fee on or after July 1, 2015 on interstate highways, primary highways, secondary highways, and any projects undertaken or approved and funded by or pursuant to (i) the Public-Private Transportation Act of 1995 (§ 33.2-1800 et seq.), (ii) the Northern Virginia Transportation Authority (§ 33.2-2500 et seq.), (iii) the Hampton Roads Transportation Accountability Commission (§ 33.2-2600 et seq.), or (iv) the Richmond Metropolitan Transportation Authority (§ 33.2-2900 et seq.).
