HOUSE BILL NO. 2271 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the House Committee on Education on February 4, 2015) (Patron Prior to Substitute--Delegate Futrell) A BILL to direct the Department of Education to request a waiver authorizing the use of an alternative test.

Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Education shall request, as part of its regular waiver process, a waiver under the Elementary and Secondary Education Act of 1965, as amended, authorizing the use of an English language proficiency assessment such as the WIDA ACCESS for ELLs assessment as an alternative to the Eleventh Grade Standards of Learning End-of-Course English: Reading test for students with limited English proficiency.
