Be it enacted by the General Assembly of Virginia:

1. § 1. The State Council of Higher Education for Virginia shall establish and administer a four-year pilot program whereby public institutions of higher education in the Commonwealth that meet such criteria as may be established by the Council may eliminate the distinction between credit hours and noncredit hours for students enrolled at such institutions.

2. That the provisions of this act shall expire on July 1, 2019.
