15104236DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 2.2-507.3 as follows:
§ 2.2-507.3. Duty to represent the Commonwealth.
Except in cases where it would be improper for the Attorney General's office to render legal services due to a conflict of interests, the Attorney General or his designee has the duty to represent the Commonwealth or any political subdivision thereof in any proceeding in the Court of Appeals of Virginia, the Supreme Court of Virginia, or any federal court in which the constitutionality or validity of a provision of the Constitution of Virginia or of any law or regulation of the Commonwealth is contested or at issue, unless a party to the proceeding is represented by an attorney for the Commonwealth or an attorney representing a political subdivision.
