Virginia Public School Educational Technology Grants Program; leases of educational technology. Permits eligible school divisions to apply for grants to lease educational technology under the Virginia Public School Educational Technology Grants Program. Under current law, such grants are available only for the acquisition and replacement of educational technology.

Public elementary and secondary schools; student identification numbers. Prohibits the Department of Education and each local school board from requiring any student enrolled in a public elementary or secondary school or his parent to provide the student's federal social security number. The bill requires the Department to instead develop a system of unique student identification numbers and requires each local school board to assign such a number to each student enrolled in a public elementary or secondary school. Under current law, every student is required to present a federal social security number within 90 days of his enrollment; if a student is ineligible to obtain a social security number or his parent is unwilling to present a social security number, the superintendent may assign another identifying number or waive the requirement.

A BILL to amend and reenact § 22.1-260 of the Code of Virginia and to amend the Code of Virginia by adding a section numbered 22.1-287.02, relating to student identification numbers.

Requires, for the purpose of determining the state and local shares of basic aid funding, that the composite index of local ability-to-pay or "local composite index" (LCI) utilize the use value of all applicable real estate (i) devoted to agricultural use, horticultural use, forest use, and open-space use in each locality that has adopted an ordinance by which it provides for the use valuation and taxation of such real estate and (ii) used in agricultural and forestral production within an agricultural district, forestal district, agricultural and forestal district, or agricultural and forestal district of local significance in each locality that provides for the use valuation and taxation of such real estate, regardless of whether it has adopted a local land-use plan or local ordinance for such valuation and taxation.

Requires the Board of Education to include in its standards of learning and curriculum guidelines for family life education instruction in the availability of advance directives, as set forth in the Health Care Decisions Act (§ 54.1-2981 et seq.), related to mental health that permit an adult declarant to appoint an agent and authorize the agent to seek the hospitalization and evaluation of the declarant if the declarant shows signs of mental illness.

H.B. 1626 Students receiving home instruction; participation in public school interscholastic programs.

Students receiving home instruction; participation in interscholastic programs. Permits each local school board to deem eligible for participation in interscholastic programs, notwithstanding any bylaw, rule, regulation, or policy of any organization that currently organizes and governs interscholastic programs among the public high schools, any student who (i) is receiving home instruction; (ii) has demonstrated evidence of progress for two consecutive academic years; (iii) is in compliance with immunization requirements; (iv) is entitled to free tuition in a public school; (v) has not reached the age of 19 by August 1 of the current academic year; (vi) is an amateur who receives no compensation but participates solely for the educational, physical, mental, and social benefits of the activity; (vii) complies with all disciplinary rules and is subject to all codes of conduct applicable to all public high school athletes; and (viii) complies with all other rules governing awards, all-star games, maximum consecutive semesters of high school enrollment, parental consents, physical examinations, and transfers applicable to all high school athletes. The bill allows such students to be charged reasonable fees for participation.

A BILL to amend the Code of Virginia by adding in Chapter 1 of Title 22.1 a section numbered 22.1-7.2, relating to participation in public school interscholastic programs by students receiving home instruction.

H.B. 2149 School board, local; professional development for members appointed to schools denied accreditation.

Patron: Hester

Local school board members; professional development. Requires each newly elected or appointed member of a local school board in a school division that contains one or more schools denied accreditation or accredited with warning for three consecutive years to participate, within one year of his election or appointment, in at least 15 hours of high-quality professional development training at the state, local, or national level on governance, including ethics, personnel policies and practices, and several other topics. The bill requires school board members who have completed one or more years of continuous service in such school divisions to participate annually in 12 hours of such training. The bill requires school board members in all other school divisions to participate annually in nine hours of high-quality professional development training and adds school financing and budgeting to the list of topics to be covered. Current law requires participation in high-quality professional development programs but with no specified time requirement.
