Public assistance; determining eligibility. Requires a local director of social services (i) to verify the identity, income, and assets of and other information about an applicant for public assistance necessary to determine the applicant's eligibility for public assistance, consistent with federal law and regulations, for the purpose of determining eligibility, eliminating the duplication of assistance, and deterring fraud and (ii) to deny public assistance after an applicant has been provided an opportunity to respond in cases in which information provided by the applicant is inconsistent with information obtained by the local director. The bill requires the Department of Social Services to establish a means to obtain and provide the data necessary for local departments to conduct the required investigation and to report to the General Assembly by December 1 of each year on the specific types or sources of information local directors used during the past year for the purpose of verifying applicants' identity, income, assets, and other information and any types or sources of information the Department plans to make available to local directors to use for such purpose in the future. The Department shall also report the number of applications for public assistance received, the number approved or denied, and the number referred for investigation and the reasons for investigation in each case during the past year. The bill clarifies that eligibility for public assistance shall be reconsidered at least annually or upon receipt of information indicating a change in the recipient's circumstances and that such reconsideration shall include a review by the local department of social services of information necessary to verify the identity, income, and assets of and public information about the recipient.
