Upon confirmation of eligibility for federal grant funding for phased construction of additional cremated burial sites and associated landscaping and infrastructure work at the Suffolk veterans cemetery, the Director, Department of Planning and Budget, shall approve a short-term, interest-free treasury loan in the amount of $500,000 to the Department of Veterans Services for the design phase of the project.  The loan shall be repaid by the Department of Veterans Services upon receipt of the federal funds.  Upon the availability of federal funds, the Director, Department of Planning and Budget, shall approve a short-term, interest-free treasury loan in the amount of $3,500,000 to the Department of Veterans Services for construction and other project costs.  The loan shall be repaid by the Department of Veterans Services upon receipt of the federal funds.
