Notwithstanding the sixth enactment of Chapters 792 and 804 of the Acts of Assembly of 2014, that any filer required to file a disclosure form pursuant to § 2.2-3115 shall file such form with the applicable clerk of the governing body of the county, city, or town or the clerk of the school board.

That the initial terms of the nonlegislative citizen members of the Virginia Conflict of Interest and Ethics Advisory Council appointed pursuant to this act shall be staggered as follows: (i) the appointed representative of the Virginia Municipal League for a term of one year; (ii) one former judge of a court of record appointed by the Speaker of the House for a term of two years; (iii) the former executive branch employee, if any, for a term of two years; (iv) one former judge of a court of record appointed by the Senate Committee on Rules for a term of three years; and (v) the appointed representative of the Virginia Association of Counties for a term of four years.
8. That, if the General Assembly is not in session when initial appointments to the Virginia Conflict of Interest and Ethics Advisory Council are made pursuant to this act, such initial appointments shall be confirmed at the next succeeding regular session of the General Assembly following such appointments and the Council may exercise all powers and perform all duties set forth in this act notwithstanding any provisions of this act requiring confirmation of members appointed to the Council by the General Assembly.
