That the provisions of this act shall not become effective unless an action is taken in a general appropriation act passed in 2015 by the General Assembly that becomes law that adjusts the payment into the general fund pursuant to § 4-2.02(A)(1)(m) of Chapter 2 of the 2014 Acts of Assembly, Special Session 1, to account for the decline in revenues anticipated by the implementation of this act.
