Appropriation authority for this project shall remain unallotted until Old Dominion University can demonstrate that sufficient private donations have been received to support preliminary design efforts. The president of the university shall certify in writing to the Director, Department of Planning and Budget, that sufficient funds exist to support the appropriation.
