A. Higher education operating funds appropriated in this program may be allocated for need-based aid to Virginia undergraduate students to enhance the quality and diversity of the student body.

B. Out of this appropriation, $100,000 the first year and $100,000 the second year from the general fund is provided to support undergraduate financial assistance and work study programs for low and middle income Virginia students consistent with the objectives of the Higher Education Opportunity Act of 2011.

C. Out of this appropriation, $72,322 the first year and $72,322 the second year from the general fund is provided to support graduate financial aid.
