The Department of General Services is authorized to acquire from the City of Richmond the land comprising that portion of Governor Street lying between the northern right-of-way line of Bank Street and the southern right-of-way line of E. Broad Street; and Grace Street lying between Governor Street and Old 14th Street; and Old 14th Street lying between Broad Street and Franklin Street; and in exchange to convey to the City of Richmond the land comprising that portion of 15th Street lying between the southern right-of-way line of East Franklin Street and the northern right-of-way line of East Main Street.
