5. That notwithstanding any other provision of this act, or any other law, no coverage for newly eligible individuals pursuant to 42 U.S.C. § 1396d(y)(1)[2010] of the Patient Protection and Affordable Care Act shall be permitted unless the General Assembly enacts a law on or after July 1, 2014, that provides the specific date when such coverage shall begin. The provisions of this enactment shall have no expiration date.

Notwithstanding Section 58.1-1402 and Section 58.1-1410 of the Code of Virginia, the Virginia watercraft sales and use tax rate shall be 5.3 percent, effective January 1, 2015, except in Planning District 8 and Planning District 23 localities, where the rate shall be authorized at 6.0 percent. Any amount collected above the current rate of 2.0 percent, or maximum of $2,000 per sale, shall be distributed to local governments, transportation, the restricted and unrestricted general fund of the state treasury, and Planning District 8 and Planning District 23 localities, as those distributions are stipulated in current law.
