Certificate of public need; conditions. Authorizes the Commissioner of Health to condition the approval of a certificate of public need upon an agreement of the applicant to support charitable organizations that specifically target providing health care aid to disabled veterans and have a memorandum of understanding with the Department of Health to meet specific unmet or partially unmet community health needs identified by the Department.
