SUMMARY AS INTRODUCED:

Prejudgment interest on awards; insurer denial of coverage or liability. Requires an insurer to pay interest on the principal sum awarded by the court at the judgment rate from the date of the filing of a civil action that is instituted by an insured against his insurer, or by a third party asserting a claim against an insured covered by an insurer under a liability insurance policy, when the action is instituted after the insurer has denied coverage or liability.
