SUMMARY AS INTRODUCED:

Constitutional amendment (first resolution); Virginia Nonpartisan Redistricting Commission created. Provides for a temporary commission to prepare redistricting plans in 2021 and each tenth year thereafter for the House of Delegates, state Senate, and congressional districts. The Commission shall consist of seven members, and appointments are made by majority vote of the Supreme Court of Virginia from a list of retired judges who have indicated their willingness to serve on the Commission. The resolution sets out the standards by which the Commission is to draw district lines and the procedure for doing so. The resolution requires the Commission to submit the plan to the General Assembly as a bill and to review and make recommendations on any amendments made by the General Assembly or Governor.
