SUMMARY AS INTRODUCED:

Real property tax; sale of certain tax delinquent property. Provides that a locality may condition the sale of certain tax delinquent real property on the purchaser's investing a certain amount in improvements to the property, provided that in determining surplusage accruing to the locality, the proceeds of the sale shall be increased by such amount.
