SUMMARY AS INTRODUCED:

Elections; provisional ballots for voters unable to vote in person or by absentee ballot due to hospitalization. Permits a voter who is hospitalized after the deadline for receiving an emergency application and absentee ballot pursuant to § 24.2-706 but before the close of polls on election day to cast a provisional ballot. The bill requires the hospitalized voter and his designated representative to sign a statement that the voter is hospitalized and unable to vote in person or by absentee ballot, and upon receipt of such statement, the general registrar provides a paper ballot, to be filled out by the hospitalized voter and returned by his designated representative to the general registrar by the close of polls on election day. At the meeting of the electoral board to determine the validity of provisional ballots offered in the election, the voter, his designated representative, or both shall present a valid form of identification and a certification by a hospital administrator or the licensed physician who attended the voter that the voter was hospitalized after the deadline for receiving an emergency application and absentee ballot but before the close of polls on election day.
