Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 33.1-13.06 as follows:

§ 33.1-13.06. Notice and public comment on projects.

The Department of Transportation shall post notice on its website and provide for public comment (i) prior to undertaking a safety-related or congestion management transportation project, (ii) when a project is expanded or substantially altered, or (iii) when federal funding is awarded or allocated for a project which results in expansion or substantial alteration of the project. The Department shall hold a public hearing regarding a specific project upon request.
