AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to require the Department of Social Services to annually review the amount of payments made to TANF recipients and index the amount of such payments to the Consumer Price Index.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Board of Social Services shall develop and implement, no later than January 1, 2015, a process for annually reviewing the amount of assistance paid to eligible recipients through the Temporary Assistance for Needy Families program and adjusting the amount of such payments in an amount equal to the percentage change in the federal Consumer Price Index for the year immediately preceding the year in which the review occurs, with payments made to eligible recipients after January 1, 2015, reflecting adjustments in an amount equal to the percent change in the federal Consumer Price Index for 2013. The Department shall report to the Governor and the General Assembly on its progress in implementing the provisions of this act no later than December 1, 2014.

2. That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act from federal funds made available to the Commonwealth for purposes of the Temporary Assistance for Needy Families program is included in a general appropriation act passed in 2014 by the General Assembly that becomes law.
